12/21/2012: Request for Qualifications RFQ #004: Engineering and Technical Services

This Request for Qualifications (RFQ) is intended to identify qualified engineering consultants who can provide engineering and technical services on an as-needed basis, primarily in support of SoCalREC projects, but with the possibility of supporting other programs managed by The Energy Coalition. Different specialties and areas of expertise within the described scope of work will be considered, and selected firms will be admitted into a shortlist of consultants.


The scope of work is envisioned to comprise of performing energy audits, drafting technical reports, developing and/or reviewing technical documents, developing/documenting processes and procedures, and procuring solar purchase power agreements for the following subject matters/areas of expertise. The scope does not include installation of projects.


1.    ASHRAE Level I and II energy audits

2.    Indoor lighting / Lighting controls & EMS

3.    Outdoor lighting / Lighting controls (parking lots/structures, pathway)

4.    HVAC – small and medium buildings (i.e. packaged units)

5.    HVAC – large buildings (i.e. chillers, cooling towers)

6.    EMS / BAS

7.    Retro-commissioning (RCx) / Monitoring Based Commissioning (MBCx)

8.    Right sizing pumps and pump optimization (water wells, wastewater treatment plants)

9.    Commercial pool energy optimization (i.e. pump VFD upgrade, pool LED lighting, pool covers, high efficiency water heaters, and solar thermal system)

10. Traffic intersection light upgrades

11. Street lighting improvements (HID to LED or induction)

12. Series circuits (5kv) to multiple, loop-fed street light conversions

13. Demand Response (enabling one or more facilities to participate on SCE’s suite of Demand Response programs)

14. SCE/SCG incentive energy calculations and backup documentation

15. Development of energy efficiency bid specifications and performance criteria

16. Solar Power Purchase Agreements and project development (CEQA MND, feasibility, entitlements, conceptual designs and group bid support)

Contractors are invited to respond to one or all categories if it is within their area of expertise.

This Request for Qualifications (RFQ) is intended to identify qualified contractors to provide Street Lighting Services for public agencies located in the Southern California Edison (SCE) service territory interested in contracting for one, or several of the services described in the RFQ. Selected contractors will be admitted into a short list of contractors that participating agencies can choose from to perform these services.

The scope of work is comprised of four categories. Contractors are invited to respond to one or all categories if it is within their area of expertise.

      A) Street Lighting Upgrade; 
      B) Street Lighting Upgrade with “City Furnished” Fixtures (Installation only);
      C) Street Lighting Conversion; and
      D) Design-Build for Street Lighting Conversion.

[CLOSED] Request for Proposal #002: Master Lease Provider

This Request for Proposals (“RFP”) is intended to identify lessor(s) capable of providing a Master Lease facility to multiple local governments throughout the Southern California region who wish to retrofit their current stock of municipal buildings and other physical assets to achieve energy savings ("Program".) This endeavor has precedent‐setting importance and the potential to drive significant energy efficiency actions at the local level. 

The anticipated structure for this Program’s primary financing source will be loans made directly to the municipal agency through the Master Lease facility. The Program’s initial Master Lease Agreement is requested for (i) a period commencing July 1, 2012 through December 31, 2013; and (ii) for an initial amount of $20,000,000. Upon mutual agreement of the parties, extensions may be granted for three (3) subsequent one year periods and additional $20,000,000 increments under the terms of the original Master Lease Agreement. Evaluation criteria for selection of Program Lessor(s) will include funding capacity, pricing, terms and required underwriting criteria of any provider. 

The closing date of this RFP is June 21, 2012, 4:00 PM (PDT).

[CLOSED] Request for Quotation #001: Pool Pump VFD Installations

As part of the effort to provide resources to help identify and fund government facility energy efficiency projects, the SoCalREC is implementing a pilot program that addresses energy efficiency measures (ECMs) on a measure by measure individual basis using the aggregated procurement approach. In this case, the pilot measure chosen is "Pool Pump VFDs". 

Pool pumping is a significant energy cost to many local government facilities. Since many City and County facilities have recreational areas with pools, there is great opportunity to retrofit many of these pumping systems with Variable Frequency Drives. In addition to energy use reductions, the installation of VFDs reduces maintenance costs and prolongs the life cycles of the pumps and motors.
